ARRA and Meaningful Use of an EHR The ARRA calls for incentive payments to physicians who use a certified EHR. Starting in 2011, physicians who can demonstrate that they are using their EHR in a meaningful way will be eligible for the incentive payments. What exactly does Meaningful Use entail and what constitutes a certified EHR? Although these questions have not yet been definitively answered, a clear enough picture is beginning to emerge that physicians should not wait for the final details before making an EHR investment. John Halamka, MD and Harvard Medical School CIO agrees, "Meaningful use is demonstrating to the satisfaction of the Secretary that the professional is using a certified EHR in a meaningful manner, which includes the use of e-prescribing, electronic HIE, and submission of information on clinical quality measures.
