Submit All Charges When Ready Turned On

When set to No: if 2 charges are on an encounter form and one is ready to be submitted while the other requires some additional info, when the user clicks Submit, the one that is ready will be submitted without waiting for the other charge to be corrected.
When set to Yes: if 2 charges are on an encounter form and one is ready to be submitted while the other requires some additional info, when the user clicks Submit, the one that is ready will NOT be submitted. It will remain in Ready status until both charges are ready to be submitted and the user clicks Submit.
