TC accounts are created simultaneously when TW accounts are created.  When the TW account is inactivated, so too is the TC account.  However, if the TW account is later reactivated, the TC account is NOT reactivated.  To fix this, login to TC, check the "include inactive" check box and then search for the users inactive account.  Once located, click the "activate" button and change the password.
