Typically when rows are missing from the flowsheet, it is because the patient in context has never had that particular flowsheet completed before and the flowsheet itself is not defaulted to show blank rows in PhysAdmin.  The user can easily correct this problem by going to the flowsheet component on the clinical desktop and right click "show blank rows".  This will allow all the blank rows to appear, at which point the user can generally right click in a blank row to enter data.
