This is related to the Default Billing Location on the Requested Performing Location.  When looking at this in the dictionary in TWAdmin, they may appear to match.  Extract it out of SSMT and compare.  When you did this, they may also appear to match (again both blank).  Copy the field from the Lab location and paste it in the In-Office location, then reload it.  This should do the trick.

Note: This is not confirmed, but it may be related to the fact that Allscripts delivers the In-Office RPL to be linked to their own “Touchworks Clinic” billing location (which is also delivered and never used). If you inactivate “Touchworks Clinic” we believe it doesn’t reset the link to In-Office properly.
