Is there a way to add other icons to the top bar of the Clinical Desktop, such as New Task?

No

But a "New Task" button can be added to the bottom of any component of the Clinical Desktop

1. Login as Admin > VTB: Work Def Admin > HTB: Workspace Definitions Admin
2. Select the clinical desktop view to be modified from 'View' dropdown
3. Click Add/Edit Patient View
4. Click 'Define Buttons'
5. From the commads tab drag 'New Task' down into the buttons bar
