In versions 14.X+, inactive noteforms that remain within the note template will still show the name of the noteform in the table of contents, however the noteform itself will not actually show up under the corresponding section for use.  Also note that if an active noteform is used in a note template and there are inactive subforms attached, those subforms will error out when the end user attempts to click on them.
